Motus help
Motus Says $0, or the Payment Failed
Updated September 2026
Start with what the numbers should be. Operating authority is $300 per authority type, paid through Pay.gov inside the application, and FMCSA does not refund application fees. Reinstating a revoked authority is $80. A name change is $14. USDOT-number updates and the biennial update are free.
If the screen shows something else, do not guess - and do not start a second application to 'fix' it.
The $0 screen, as reported
Overdrive documented one case in detail in June 2026: an owner-operator reactivating his authority entered his card, watched the amount due change from $80 to $0, got no confirmation screen and no email, and was told by support that payment would process in four days. It did not. He was then told his insurance was not active even though his agent confirmed the filing, and it took six supervisor escalations and 19 business days before the authority activated.
FMCSA has not published an acknowledgment of a $0-payment bug or a fix, so treat this as a reported problem with a known workaround: document it and escalate it.
What to do, in order
- Screenshot everything - the amount, the confirmation (or its absence), the time. Trade press covering the rollout gave the same advice: timestamps and screenshots are what get a ticket resolved.
- Check Pay.gov and your card statement before doing anything else. A charge that went through with no confirmation is a display problem; no charge is a payment problem.
- Open a ticket, not a second application. Use motus.dot.gov/contact-fmcsa or ask.fmcsa.dot.gov/app/ticket with your USDOT number, the application ID and the screenshots. A duplicate application is a second non-refundable $300 if it goes through.
- Watch the status reasons. Motus shows why an application is pending - FMCSA Review, Process Agent (BOC-3) filing, or Financial Responsibility (insurance) filing. If it says insurance, call your agent with your docket number; the insurer files, not you.
Beware the lookalikes
FMCSA's September 11, 2026 fraud alert names fake 'Motus' portals and emails titled 'Notice of Required Off-Cycle Update'. The real site is motus.dot.gov and FMCSA does not take payment anywhere else. Report scams at ic3.gov or reportfraud.ftc.gov, or call 1-800-832-5660.
Know the real fee before every payment screen.
The walkthrough shows the government price beside every step - USDOT $0, authority $300, UCR $46 - so nothing on a screen can surprise you.
